Dr. Penny Breeze is a health economist and Senior Research Fellow based within the School of Medicine and Population Health at the University of Sheffield. She has worked at SCHARR since 2013. Dr Breeze’s joined the University of Sheffield as a PhD student. Her doctoral thesis investigated the use of health economic models to design drug development programs for systemic lupus erythematosus. Prior to her time at SCHARR, she applied her expertise in industry as a health economics consultant at IMS Health, where she developed cost-effectiveness models for pharmaceutical products.

Dr. Breeze’s primary research has a specialized focus on solving complex public health decision problems. She is widely recognized for her contributions to tackling obesity, type 2 diabetes, and cardiovascular disease through economic evidence.
- Complex systems modelling: Dr Breeze is interested in methods for complex systems modelling in health economics. She is working to develop a framework to better understand what a public health complex systems model is, provide structural guidance on when and how to implement it.
- Microsimulation Modelling: One of her most significant contributions to date is the initial design and development of the School for Public Health Obesity and Diabetes Prevention microsimulation model. This framework evaluates diabetes and cardiovascular prevention strategies across varying risk groups, ranging from targeted individual programs to population-wide fiscal measures.
- Policy Evaluation: Dr Breeze is a Co-Investigator on several NIHR public health research grant spanning evaluations of weight management and maintenance to local and national food policy.
